-4- Section 2. The foregoing enumeration data shall bee recorded on cards - one card for each person; provided that such cards shall be designed for permanent preservation and so as to provide for subsequent data of demographic value, and for filing references; provided that all such cards, when filled out, shall be permanently preserved (a) for articulation with data to be secured from future censuses, from vital statistical records and from other sources; (b) for demographic analysis, and (c ) for reference as permanent registration cards of the particular individuals; provided that the total of all such cards shall constitute the Population Registry of the United States; provided that said Population Registry of the United States shall be divided into two sections as follows: First, the Population Registry of Persons Living in the United States, and second, the Population Registry of Former Inhabitants of the United States; provided that upon the death of an inhabitant of the United States, or upon an inhabitant leaving the country permanently, the registration card of such person shall be removed from the Population Registry of Persons Living to the Population Registry of Former Inhabitants; provided that upon moving a card from the present to the past registry, the date of death or of leaving the country, and other useful data, shall be recorded on the card transferred; and provided that it shall be the duty of the Director of the Census to make use of all available data and to maintain both sections of the Population Registry as complete and as correct as may be.
