Section 3. It shall be the duty of the chief statistician of vital statistics, so far as collaboration with the birth-recording agencies of the several states make it possible, to open a census enumeration card for each person born in the United States, to supply thereon as many as possible to the data called for by the census population schedule, and to deposit each such card in the Population Registry of the United States; provided that so far as records may be obtained in collaboration with the death-recording agencies or the several states, the chief statistician of vital statistics shall supply the Population Registry with death records and their concomitant data.
Section 4. It shall be the duty of the Commissioner-General of Immigration to open for each person immigrating into the United States a census enumeration card, supplying thereon as many as possible of the data called for by the census population schedule, and to deposit such card in the Population Registry of the United States; provided that for each inhabitant who leaves the United States permanently, the Commissioner-General of Immigration shall supply the Population Registry with data covering such permanent departure.
