July 29, 1924 Mr. [obscured] #2 name is given as the father and the mother is given as [obscured] before marriage. The [obscured] family as well as the [obscured] is among those included in the list of mixed people. We do not know why the card was returned as the name of the child is not given. If you will give us the name of the child, we will send you a new card. We trust that you will instruct the people of Irish Creek very clearly as to the law and of the fact that it is my duty to see that this law is properly enforced and that I expect to do it with absolute impartiality and without regard to how it may affect any individual person. In the future no clerk in Virginia is permitted to issue a marriage license for the marriage of persons of mixed descent with white people and our Bureau expects to make it very plain to clerks that this law must be absolutely enforced. I will be glad to hear what you have to say and particularly to have the dates and places of the births and marriages of yourself, your parents and grandparents. We have instructed physicians, local registrars and midwives to see that all persons of mixed descent in Amherst and Rockbridge Counties are correctly reported and that they be not reported as white. If any have done so in the past, the cards should be returned and the corrections made on the certificates.
