Handwritten proposal for issuing &quote;eugenic certificates&quote; to physically and mentally superior men aged 23-30, by Francis Galton

At an earlier age they wd have hardly had significant oportunity[sic] of proving their powers, at a later age the memories of youthful achievements of their kinsfolk in the previous generation are difficult to verify. Par// The practicality of offering[?} Certificates to women would require a special discussion. It would not be attended to again with following remarks. 3. That the qualifications for a certificate be limited to facts that are permanently recorded in some accessible form, so as to be verifiable. They must be described on a ruled [crossed out] written of a[end crossed out] schedule that will be supplied on application. 4. The achievements are to be drawn [crossed out]derived[end crossed out] from the results of some of the numerous competitive trials, whether in sport or in earnest, in athletics, in literature or otherwise, to which nearly every young man of the educated classes is now subjected; alsl to such prizes, awards or appointments [obs type] may have gained [crossed out]received[end crossed out]. 5. Evidence will be required of a somewhat higher order of achievement than that to which the certificate testifies, lest undue weight should be assigned [crossed out]given[end crossed out] to success due to especial aptitude rather than to all [end]
