or limit the time of that residence, to aliens from those countries refusing to comply with the investigation or research herein before stated. The same rule shall be applied to all individuals who after due investigation prove to be liable to hereditary transmission of any undesirable quality. Art. 12 - All nations of the American Continent shall enact and apply immigration laws forbidding the entrance of those somatically non-responsibles or those bearing bad germinal conditions or coming from nations, refusing either to accept this Code or that do not comply with its provisions. SECTION IV RACES Art. 13 - Individuals of a determined race are entitled to in every nation signatory of this Code, to establish all pacific and legal social measures that may deem necessary to maintain the racial purity of their race. Art. 14 - Every nation posesses [sic] the right to select the new races that shall enter and form part of its population. SECTION V MARRIAGE Art. 15 - The officials in charge of matrimonial contracts shall require from each conjugal partner his biological history which shall be transferred or furnished to each other or to the chief of the family or guardian as the case may be. This interchange of documents shall be done sufficiently in advance of the celebration of the act in order that they may be studied and passed upon by the interested party. Art. 16 - Any violation of article 15 shall constitute legal justification or motive for annulment of a marriage and render the guilty party liable to a suit for damage and to punishment as provided for in the National Penal Code. Every Government is hereby obliged to divulgate hygienic knowledge in connection with Eugenics and Homiculture. All teaching shall be delivered on such problems and sexual aspects, either through conferences and periodicals or through well directed consultories. Art. 17 - Crime, insanity untreated syphilis, alcoholism and drug habit, duly proved after marriage or in individuals, living in unmarried life, shall be legal foundations for the annulment of the matrimonial contract and in both cases, making the guilty party subject to the penalty and punishment as provided in the National Penal Code, unless they allow sterelization. The investigation of said diseases and habits may be made by or at the request of the conjugal partner or by any competent authority, SECTION VI PREGNANCY Art. 18 - Pregnant women are hereby obliged to follow all medical prescriptions, indications and
