Secondary considerations.
1. By its method of attack the Foundation becomes the leader among eugenic organizations in indicating an unexceptionable and positive method of pursuing eugenic aims.
2. These conditions being established, the attitude of the Foundation upon Birth Control and Sterilization will command a respectful hearing, disarm opposition and carry a weight of influence beyond that of any other eugenic organization.
3. The Brush Foundation takes hold of organizations already established and recognized as influences in the proper development of child welfare study, thereby ensuring immediate activity and earlier returns.
4. During the five-year period the publicity and attention focused upon the work will establish, in the minds of all thoughtful people, the integrity of purpose and scientific earnestness of the Foundation and give added weight to its views and pronouncements.
5. Having acted as a pathfinder in this fundamental manner, at the end of five years, the Foundation is free of commitments and may again determine in what manner its influence may best be exerted in the circumstances then obtaining.
