1 is reasonable cause to believe that such defect might be trans-
2 mitted to the children of such applicants, the town clerk or any
3 taxpayer of such town may make application to the county judge
4 of such county for an order to show cause why such marriage
5 should not be restrained. Such application shall be made upon
6 a petition duly verified setting forth the facts, and if the county
7 judge is satisfied therefrom that there is reasonable cause to
8 believe that by reason of the nature of such visual defects the
9 children of such marriage might become blind and become
10 thereby a charge upon the public, he may appoint not to exceed
11 two physicians, one of whom shall be a physician and surgeon
12 having at least five years' experience in diseases of the eye and
13 one having made a study in the manifestations in heredity. Such
14 physicians shall examine the applicant or relative so affected and
15 make their report in writing to such judge. Upon the filing of
16 such report the county judge may with or without notice issue
17 an order to show cause why such marriage should not be re-
18 strained. Such order to show cause shall specify the grounds
19 upon which it is made and be made returnable before the judge
20 issuing the same not less than fifteen days thereafter and be
21 served upon the adverse party not less than ten days before the
22 return day thereof. Upon presentation of such a petition
23 and thereafter until the matter shall have been finally determined
24 as herein provided, no marriage license shall be issued by such
25 town clerk for the marriage of such applicants. Either party
26 may present witnesses and be represented upon such
